New breakthroughs have been made in green development. During the 12th Five-Year Plan period, the province eliminated a total of 15,000 tons of backward copper smelting, 8,000 tons of lead smelting, 40.265 million tons of cement, 17.815 million weight boxes of flat glass, 1.7614 million tons of papermaking, 2 million standard sheets of leather tanning, 524.06 million meters of dyeing and printing, and 1.056 million kilovolt-amperes of lead-acid batteries. Complete the task of eliminating backward production capacity assigned by the state to our province one year ahead of schedule. We have vigorously promoted energy conservation and consumption reduction in key areas, and focused on promoting energy-saving renovations of motors and injection molding machines. We have cumulatively improved the energy efficiency of 12.08 million kilowatts of motors and renovated 13,689 injection molding machines, which can achieve an annual electricity saving of approximately 6 billion kilowatt-hours. The reduction in energy consumption of traditional industries has made positive contributions to the province. In 2015, the energy consumption per unit of GDP in the province dropped by 5.71%. During the 12th Five-Year Plan period, it decreased by 20.98% cumulatively, exceeding the national target of a 18% reduction in GDP energy consumption set during the 12th Five-Year Plan period. The energy consumption per unit of industrial added value decreased by 10.47%.



Interpretation: It has become a consensus in the papermaking industry that there is overcapacity and the industry concentration is not high. During the "12th Five-Year Plan" period, the papermaking industry in Guangdong Province has eliminated 1.7614 million tons of backward capacity. During the 13th Five-Year Plan period, nine tasks were set: The first is to focus on supply-side structural reform; The second is to guide enterprises to drive innovation; The third is to promote industrial technological innovation; Fourth, promote the integrated development of industrialization and informatization; The fifth is to promote the development of production-oriented service industries; Sixth, we will continue to promote industrial transfer in depth. By 2020, the development of our province's advantageous traditional industries will achieve the following goals:


Maintain the trend of synchronous growth of traditional advantageous industries and the industrial sector. During the "13th Five-Year Plan" period, the average annual growth rate of the total output value of the entire industry was approximately 8%. The scale of enterprises has gradually expanded, and the number of enterprises with main business income exceeding 100 billion yuan has reached six. The quality of industrial development has been continuously improving, and the labor productivity per employee has reached over 250,000 yuan. Further application of energy-saving technologies has led to a 18% reduction in energy consumption per unit of industrial added value above designated size. Investment in industrial technological transformation of traditional advantageous industries has grown at an average annual rate of 18%, and the proportion of enterprises carrying out technological transformation has exceeded 90%. The proportion of enterprise research and development funds to sales revenue has reached 1.6%, and the number of provincial-level or above research and development institutions (enterprise technology centers, engineering centers, engineering laboratories, etc.) has reached 1,700.


Among them, the goal of the light industry papermaking industry is to achieve an average annual growth rate of 8% in total output value. The proportion of the enterprise's R&D expenditure to its sales revenue has reached 1.6%, and the number of provincial-level or above R&D institutions (enterprise technology centers, engineering centers, engineering laboratories, etc.) has reached 30. The labor productivity per employee has increased from 210,000 yuan per person at the end of the 12th Five-Year Plan to over 260,000 yuan per person.


Interpretation In light of the international and domestic development trends of various industries and the industrial development orientation, this paper specifically discusses the essential industrial technologies, key products, major critical equipment, and key supporting equipment and products that are necessary for the development of eight advantageous traditional industries, namely textile and garment, food and beverage, building materials, household appliances, furniture manufacturing, metal products, light industry and papermaking, and Chinese patent medicine manufacturing. It pointed out the specific technical directions for the development of advantageous traditional industries during the 13th Five-Year Plan period. It can be seen that papermaking enterprises will continue to vigorously promote technological innovation and facilitate the reform of traditional industry enterprises.


Set Zhanjiang, Dongguan and Jiangmen as the three major bases for the papermaking industry and develop six key types of products


Light industry and papermaking. The focus will be on building three major bases, namely the Zhanjiang Pulp and Paper Base, the Dongguan Paper Products Base, and the Jiangmen Yinzhou Lake Paper Industry Base, as well as six key product zones, namely the packaging paperboard zone, newsprint zone, household paper zone, cultural paper zone, pulp zone and paper products zone.

Develop high-end office paper, cultural paper, household paper, packaging paper and paperboard, as well as special paper and other paper products.

Promote and apply technologies such as clean pulping and papermaking from waste paper, efficient treatment and resource utilization of wastewater and sludge from waste paper pulping and papermaking; Promote and apply efficient black liquor extraction, alkali recovery and waste liquid resource utilization and other clean pulping technologies for non-wood plant fibers.


3. Promote and apply energy assessment technology in the papermaking process, and develop efficient and energy-saving pulping, pressing and drying technologies and equipment; Develop and promote biomass refining technology based on the papermaking industry; Upgrade and transform the material and product testing equipment in the printing and packaging industry


4. Apply high-tech such as laser holography, barcodes, and electronic tags (electronic supervision codes); Develop high-tech, digital printing technology and flexographic printing technology; Promote and apply the integrated production technology of design, decoration and color printing, pre-press digital technology, network technology and new post-press technologies.


5. Develop superior control technologies for wastewater treatment systems, as well as anaerobic biogas power generation and integrated utilization technologies for papermaking wastewater. Promote and apply clean waste paper pulping and papermaking technologies, as well as efficient treatment and resource utilization technologies for waste paper pulping and papermaking wastewater and sludge. Promote and apply efficient black liquor extraction, alkali recovery and waste liquid resource utilization and other clean pulping technologies for non-wood plant fibers.


Interpretation: In terms of regional layout orientation, on the basis of the existing traditional industrial layout, the industrial regional development orientation proposes to build an industrial pattern of "one core and three clusters", that is, taking Guangzhou, Foshan, Zhongshan, Dongguan and Jiangmen as the focus, to create a core area of advantageous traditional industries, and form a spatial layout framework of advantageous traditional industries featuring "characteristic development, differentiated development and integrated development". The leading industries for the development of the park should be scientifically selected in accordance with the existing value chain division principle of traditional industries.
